Do you need a licensed company to install CCTV in Hong Kong?

Yes, if you are paying someone to do it. Under the Security and Guarding Services Ordinance (Cap. 460), installing, maintaining or repairing security devices such as CCTV, burglar alarms and access control for reward is security work. The company must hold a Type III security company licence, and you can check any licence number on the Security Bureau’s register of licensed security companies. Our licence is No. 1507.

How the cameras are used is covered by the Personal Data (Privacy) Ordinance (Cap. 486). Point cameras at your own premises rather than into neighbours’ flats or public areas, and put up a clear notice where cameras record. The Privacy Commissioner’s CCTV guidance gives the details.

How much does CCTV installation cost in Hong Kong?

A 4-camera kit with recorder, hard disk and installation starts from HK$4,999. These are typical packages; you get a written, itemised quote after a free site survey.

Included: cameras, recorder, hard disk, basic cabling, commissioning and mobile app setup. Quoted separately: concealed wiring, cabling through walls or between floors, scaffolding or high-level work, outdoor full-colour or explosion-proof cameras, licence plate recognition, UPS, and trunking beyond the basic length.

Why are some quotes only a few hundred dollars?

Those are usually labour-only quotes: you buy the cameras, recorder and hard disk yourself. Our kits include the equipment, so compare the total cost of equipment, cabling and after-sales service rather than the headline figure. If you supply your own equipment, our labour-only reference price per camera (including about 20 m of cable) is about HK$500 for surface cabling and about HK$1,200 with PVC conduit; steel conduit is quoted on site. Before you compare quotes, ask each company:

  1. How many cameras, at what resolution, and do they have night vision?
  2. How many channels does the recorder have, how large is the hard disk, and how many days will it record?
  3. Is the cabling surface-mounted in trunking or concealed, how many metres are included, and what does drilling through walls cost?
  4. Is the network cable pure copper, and are cameras powered by PoE or separate adaptors?
  5. Is mobile app setup and training included?
  6. Does the company hold a security licence, does it subcontract, and how long is the warranty?

  1. Free site survey. We check lighting, wall structure, entrances and the areas you need to cover, so there are no blind spots. Cabling can run in surface trunking or be hidden above a false ceiling.
  2. Design and written quote. We confirm camera resolution (for example 2MP or 4MP), the recorder and hard disk capacity before any work starts.
  3. Licensed installation. We run the cables, mount the cameras, connect PoE or coaxial lines and adjust each view.
  4. Mobile app and handover. We set up remote access and show you live view and playback on iPhone, iPad or Android.
  5. Maintenance. Regular check-ups or repairs can be arranged afterwards.

Repairs for systems installed by other companies

We repair CCTV and access control systems whoever installed them, including common brands such as Hikvision, Dahua and Suprema. An on-site inspection usually costs HK$800–1,500 depending on the fault; after it we give an itemised quote, and work starts only when you agree. Is it legal to install CCTV at a village house in Hong Kong?

Yes, on your own property, as long as you follow the Personal Data (Privacy) Ordinance: aim cameras at your own house and land rather than neighbours’ homes or public areas, and display a notice. If you pay someone to install it, they must be a licensed security company.
